Stop the flooding on Rt 59 between Cuba and 22

I, Eleanor Sweet McDonnell , Village of North Barrington - President have been personally leading the charge since 2021 to obtain the $2.5 million Department of Economic Opportunity (DCEO) funds through the Lake COunty Storm Water Management Commission to solve  a 20+ years flooding issue on Rt. 59 just south of Rt. 22. This is a regional project for our greater Barrington area, not a solely Village of North Barrington jurisdition. As a result the Village of North Barrington under the leadership of myself, Eleanor Sweet McDonnell, as Presdent I have soley headed this project for the general Barrington area with the help of my Village Administrator and staff with the support of the Board of Trustees and local residents.  

This project named GHO Project involves approximately 300 acres, 35 private residential properties impaced with approxiamtley 15 - 20% of the property outside the Village of North Barrington. The GHO Project will significantly reduce if not eleiminate the flooding that is occuring on IL Route 50 south of IL Route 22 and Haverton Way, a local street. THis project will also mitigate the flooding around homes that accurs after a heavey rainfall in the Oaksbury Subdivision. A lot of traffice on Rt. 59 comes from people traveling from Wauconda south, and the Village of Barrington going north. This involves a multi-jurisdictional partnership - LCSMC, Army Corp of Engineers and IDOT. The project start date is targeted for Spring/Summer 2026. The Lake County Board Memebers fully supported the release of these funds to help our region with this long term flooding issue.

I, Eleanor Sweet McDonnell, Village of North Barrington and long time Cuba Township resident has personally lead the charge with the blessing of Cuba Township to obtain funding for 3 of the last 4 Cuba Township Emergency Warning sirens that were replaced to help replace the end of life existing Emergency Warning Sirens.  I was able to successfully receive Springfield legislative support, and votes from both the Senate and the House on this issues, 3 years in a row. I have campioned and led this charge on the issue in Springfield since 2020.

I, Eleanor Sweet McDonnell, as Village of North Barrington and long time Cuba Township resident lead the charge directly with the 21 Lake County Board Members relative to a 2022 remaping proposal that was pushing 4500 area Cuba Township and Village of North Barrignton residents into the Lake County Board Wauconda District.  I was able to use a successful reachout campaign to all Cuba Township and Village of North Barrington residents, asking the residents 2 days prior to Thanksgiving 2021 to submit their public comments of disapproval for becoming part of the Lake County Board Wauconda District.  I am proud to tell you that 86% of the public comments to the Lake County Board on this issue came from our area and this massive support campaign that all the Cuba Township area residents that supported me on this. It happened because of you! The Lake County Board vote across the board, 100% in favor of keeping the affected 4500 residents in District 17 with their 61 year like minded individuals. This was the largest remapping request made the Lake County Board during the 2022 ten year remapping, largest number of resident moved back to their area and supported by the Lake County Board.

2025 - Village of North Barrington in Review:

1. The Village made improvements to Leonard Park Walking Path by adding a stone walking surface to replace the wood mulch path. The path looks great and can be utilized more often throughout the year.
2. In March- the Village Board signed an Intergovernmental Agreement with Lake County Stormwater Management Commission that approved the $2.5 million funding the GHO stormwater project. North Barrington is 1 of 14 communities in Lake County receiving grant funds for stormwater improvement projects.
3. 22nd year of being recognized as a Tree City USA by the National Arbor Day Foundation.
4. Increased the Capital Projects Fund (CPF) by $700,000 by transferring surplus funds from the General Operating Fund. This fund is used exclusively to fund the capital needs of the Village. The Village has purposely increase the CPF funds from $2.4 million to $4.7 million over the past two years to fund upcoming capital projects such as major Parks and Recreation Improvements, and Rt 59 GHO Stormwater Project additional funds are needed. 
5. Rehabilitated 1.24 miles of streets.
6. In June the Village Board approved a professional services agreement with Kimley Horn to develop a 5-year master parks & Recreation plan. Community surveys were completed and stakeholder interviews were conducted to illicit input on the community recreational needs.
7. Renewed a 3-year intergovernmental agreement with the Village of Lake Barrington and Lake County for police services.
8. Entered into a 4-year Agreement with Ela Township to provide public works services to the Village.
9. Approved a Tax Levy in the amount of $811,449. This represents a total of $34,000 increase over the prior years tax levy. Increase is due mostly to increase in police protection services.

10.Hired Camiros – a planning firm specializing in developing plans and codes for communities. Camiros is rewriting the Village Zoning Code. The zoning regulations have become outdated. The Village is updating the code to more closely match the way North Barrington residents use their property and to make the community more livable.

Reversed 7 years of deficit spending, 4 years of balanced budgets. (2020 - 2023)
Saving approxmately $237,000 in the next 3 years with a renegotiated Lake County Sheriff contract. This gives us a strong regional committment to public safety. (2022)
FIRST time in 61 years, FIRST Capital Improvement Plan for the Village of North Barrington, to help us plan our future capital needs.  (2021)
Resurfaced 1.75 miles of roads to improve their safety  for the residents. Spending approximately $500,000 each time. (2022 and in 2019)
FIRST time in 61 years worked on reducing our carbon foot print. VNB entered into a 3-year agreement with AEP Energy for purchase of 50% Green power (from renewable energy sources) Annual savings to the residents. (2020)
FIRST time in 61 years created an RFP bid process, using industry standards now for the Village of North Barrington. (2019)
FIRST time in 61 years started offering live stream Zoom on all monthly Board meetings. You will find the link on the home page. (2020)
FIRST time in 61 years offering Board packets avialable online for better transparency. You will find our audits and budgets posted. (2022)
SAVED $90-150,000 between winter 2020 - 2022 on RFP snowplow bid. (2019, 2021)
FIRST time in 61 years village-wide major engineering safety evalutions on all major culverts completed. (2021, 2022)
FIRST time in 61 years hired a auditing firm that specializes in muncipal finances. We hire Lauterback and Amen, LLC. Previously our audting firms did not have municipal experience. (2020)
FIRST time in 61 years created a Capitol Asset Policy based on the advise of our municipal Village auditors. (2022)
FIRST time in 61 years we have better internal controls with true segregation of duties for the FIRST TIME!  (2021)
FIRST time in 61 years , we have updated our accounting system by transitioning from account names to the traditional universal numeric structure. This provides a uniform accounting system and a more transparment method of accounting for expenditures. (2021)
FIRST time Village of North Barrington started to receive reimbursement of our administrative expenses related to Wynstone SSA No. 19. (2021)
First time in 61 years created a new catering liquor license classification to support our local businessesability to assist with private catering events. (2020)
First time in 61 years award the first village lawn maintenance service for Village Hall and Eton Park based on a public bid process and RFP. (2020)
Repealed the Vehicle Sticker Program due to high adminstrative cost exceeding the revenue generated from the program. (2022)
FIRST time in 61 years authorizing golf carts on some Village roads. The Ordinance No. 2022 - 02 provides all the safey issues and guidelines to follow. (2022)

What you may not know about Eleanor...

Eleanor spent 50% of her life on a 50 acre farm in Ohio with well and septic. Every spring she planted 500 - 1000 young saplings in their woods on the farm.  She is a second generation immigrant.

Eleanor Anne Sweet (McDonnell), is President and CEO of The Remington Group LLC, a firm specializing in B2B business development and leadership strategies.

She recently was an Adjunct Professor, Loyola University, - Quinlan School of Business, Guest Speaker for the past 4 years at City of Chicago - Business Education Workshops.

She graduated from Boston College - BS - Marketing,

and received her MBA from Northwestern University - Kellogg Graduate School of Management. 

Eleanor was awarded Influential Women in Business (Daily Herald), Women of Distinction - Lake County (Shaw Media), and nominated for the ATHENA International Leadership Award. 

Eleanor is passionate about helping other achieve their goals and succeed!

She is the proud mother of two young adults, two rescue cats and volunteers as a President for the Village of North Barrington.

Recently reneogtiated 3 - year intergovernmental agreement (IGA) between Village of Lake Barrington and Lake County. This assures a strong regional commitment to public safety. This is estimated to result in $237,000 savings to tohe Village of the term of the contract.
