Working hard to make our Village of North Barrington better Village and stronger financially, for you the resident!

Reversed 7 years of deficit spending, 4 years of balanced budgets. (2020 - 2023)
Saving approxmately $237,000 in the next 3 years with a renegotiated Lake County Sheriff contract. This gives us a strong regional committment to public safety. (2022)
FIRST time in 61 years, FIRST Capital Improvement Plan for the Village of North Barrington, to help us plan our future capital needs.  (2021)
Resurfaced 1.75 miles of roads to improve their safety  for the residents. Spending approximately $500,000 each time. (2022 and in 2019)
FIRST time in 61 years worked on reducing our carbon foot print. VNB entered into a 3-year agreement with AEP Energy for purchase of 50% Green power (from renewable energy sources) Annual savings to the residents. (2020)
FIRST time in 61 years created an RFP bid process, using industry standards now for the Village of North Barrington. (2019)
FIRST time in 61 years started offering live stream Zoom on all monthly Board meetings. You will find the link on the home page. (2020)
FIRST time in 61 years offering Board packets avialable online for better transparency. You will find our audits and budgets posted. (2022)
SAVED $90-150,000 between winter 2020 - 2022 on RFP snowplow bid. (2019, 2021)
FIRST time in 61 years village-wide major engineering safety evalutions on all major culverts completed. (2021, 2022)
FIRST time in 61 years hired a auditing firm that specializes in muncipal finances. We hire Lauterback and Amen, LLC. Previously our audting firms did not have municipal experience. (2020)
FIRST time in 61 years created a Capitol Asset Policy based on the advise of our municipal Village auditors. (2022)
FIRST time in 61 years we have better internal controls with true segregation of duties for the FIRST TIME!  (2021)
FIRST time in 61 years , we have updated our accounting system by transitioning from account names to the traditional universal numeric structure. This provides a uniform accounting system and a more transparment method of accounting for expenditures. (2021)
FIRST time Village of North Barrington started to receive reimbursement of our administrative expenses related to Wynstone SSA No. 19. (2021)
First time in 61 years created a new catering liquor license classification to support our local businessesability to assist with private catering events. (2020)
First time in 61 years award the first village lawn maintenance service for Village Hall and Eton Park based on a public bid process and RFP. (2020)
Repealed the Vehicle Sticker Program due to high adminstrative cost exceeding the revenue generated from the program. (2022)
FIRST time in 61 years authorizing golf carts on some Village roads. The Ordinance No. 2022 - 02 provides all the safey issues and guidelines to follow. (2022)

Eleanor Sweet McDonnell

What you may not know about Eleanor...

Eleanor spent 50% of her life on a 50 acre farm in Ohio with well and septic. Every spring she planted 500 - 1000 young saplings in their woods on the farm.  She is a second generation immigrant.

Eleanor Anne Sweet (McDonnell), is President and CEO of The Remington Group LLC, a firm specializing in B2B business development and leadership strategies.

She recently was an Adjunct Professor, Loyola University, - Quinlan School of Business, Guest Speaker for the past 4 years at City of Chicago - Business Education Workshops.

She graduated from Boston College - BS - Marketing,

and received her MBA from Northwestern University - Kellogg Graduate School of Management. 

Eleanor was awarded Influential Women in Business (Daily Herald), Women of Distinction - Lake County (Shaw Media), and nominated for the ATHENA International Leadership Award. 

Eleanor is passionate about helping other achieve their goals and succeed!

She is the proud mother of two young adults, two rescue cats and volunteers as a President for the Village of North Barrington.

Recently reneogtiated 3 - year intergovernmental agreement (IGA) between Village of Lake Barrington and Lake County. This assures a strong regional commitment to public safety. This is estimated to result in $237,000 savings to tohe Village of the term of the contract.
